Which is more accurate?

Neither of us can answer that for your statements. Both tools convert free without a card, so run the same PDF through both and compare the rows against the paper. Rowvert additionally tells you when its own output doesn't reconcile, which is the part worth checking.

Can Rowvert handle unusual or foreign statements?

It reads the table layout rather than a per-bank template, so unfamiliar banks usually work. Dates are interpreted from the whole statement, so day-first formats are handled, and CR/DR suffixes are turned into credits and debits.
